It would be unlikely that someone at Google who knows whether or not this is a Google issue and, if it is, what, if anything, you can do about it (probably nothing), that that person would be browsing these public user forums, and even unlikelier that they would or would be permitted to respond.

 

Basically you want to ask Google to explain a policy, and, believe it or not, they actually have a policy that forbids them from discussing policy. Quite Orwellian, or a real Catch 22, or however you want to look at it.

 

Portable "devices" are different from computers and, though I am a bit unsure that this is 100% true, phones. Content may be handled, licensed, distributed, etc., through entirely different channels.
