My account is doing this too, gave me the same message tonight when i uploaded a video and tried to monetize it... I've been searching for hrs now looking for someone who knows ANYTHING about why this message is popping up.  My video like yours meets all their requirements for monetizing.  I dont get it?!!?!?!
