I have finally managed to exit this Kafkaesque situation of being told my own google account is linked to another youtube user by getting in while in an internet cafe, and unliking my accounts.

What REALLY GETS MY GOAT about this offical reply is the complete lack of recognition that it's Google/YouTube who have linked accounts without people realising - it's written like WE'VE linked them mistakenly, and this is NOT the case most of the time - just google this issue to see people going up the wall.
