I am sorry but I did not catch something initially in the username you are seeking. YouTube usernames / Custom URL should have between 2 and 20 characters and can only include letters and numbers. Youtube.com/SCI-BC unfortunately does not fit this criteria. 

Can you see if another name that complies with our requirements would work for you? It is best if there is no current active channel that has that name as well.
