is it legal to download and convert youtube videos into mp3 by an online converter?

i have seen a lot of discussions and people say that its not legal to download and convert videos to mp3 . now huge number of videos that have been converted to mp3 format are uploaded on youtube with different slideshows etc. they are obviously not legally prepared.

is it legal to download that slideshow video and then conversion to mp3?
