It was, and then it got fixed.  I then went through the monetization tab and it had the button and everything.  When I started monetizing and choosing a bunch of videos that we created, I also set up a new AdSense (forgetting I had an old one that was already approved).  I was disapproved for that one and then the tab was disabled.  At that point I switched my email for YouTube to match the AdSense one, but looking at the publisher IDs on the YouTube channel and the AdSense admin, they are still different.

My hunch is that if I can get the valid AdSense account noted in my first post associated with this channel, it'll be all good.  I don't think it's because I tried to monetize any videos that were trailers or anything because I was just trying to monetize videos we created ourselves, and I didn't receive any message about that.
