@sakamano - were you able to get this resolved?

last night I did a test video with Japanese Captions in both formats of:

and both formats worked fine.  These are direct example from the help file at:
I tested them both in UTF-8 and Unicode and both work.  But forget about ANSI - ANSI won't work for Japanese or Chinese.

But note also that there is some delay from when you upload the *srt file and when they will finally process into your video.
Otherwise do you have more details such as browser, link to the video, does the video have a CC button... etc?
