I was the one who posted the link earlier. What worked for me was when I loaded the link under my first youtube account that my adsense is associated with (ie: logged in to the proper google account). When I then went back to the second youtube account, the block had been removed.

So login to the account you're trying to associate your youtube with, and then try... the block should be removed. Keep in mind that until the problem with the login is fixed, you will just be blocked again after repeated login failures.
