Staff have posted on this. Notably, in this thread. It's hard to spot, though, when there are so many "me too" posts flooding in. I'd encourage you to use the "Show activity" option (available in the dropdown menu next to "Post reply") to check out my own feedback on this issue, which goes into as much detail as we have at the moment. Staff, and especially the engineers, don't tend to comment on new problems until they're fairly sure the fix is pending. Staff have said they are working on the issue.
Short version, if your account is affected, I'd not waste more time trying to upload until you see an announcement that there has been a fix implemented for this. You can find more details in my other posts, but they won't do a lot of practical good. They might offer some clues about what happened and is happening, but they don't contain a fix... only YouTube can fix this, and chances are that will only happen once the regular workweek has begun, especially since it seems to affect only those channels that were affected by an earlier bug that seems to have mistakenly registered some channels with Content ID matches that shouldn't have been categorized that way.
