I am having EXACTLY the same problem... The funny thing is that the problem is somehow related to my account, and not the browser.
When i Log out and try to upload the SAME video using another account, it works perfectly!

The problem started when I was uploading a huuuge file (28 Gb!), chrome chrashed and after that, I could not get the uploader to work on this account anymore.
