Songwriter holds the copyright for the song, it´s in the ASCAP database. Never said he holds the recording copyright.

Allegedly - I´m not guessing. That´s what GEMA told me, not sure if they tell me the truth in the middle of a lawsuit. I´m native German, I spoke to them for about 20 minutes and they said YouTube is reponsible for the blocking.

Technically the blocking is 100% YouTube responsibility, so what is wrong with me asking for a contact how to get this unblocked,Even if it´s just an email address at UMG. But I´m sure there is a department executing blocks and unblocks and they could really help me, because they know where the instructions come from and which papers are necessary and where I get them from.

In addition  the official department  for copyright issues at YouTube cannot be contacted due to their spam filter (I wrote that before), the customer service number doesn´t have people working there answering the phone.

An you say 99% it´s UMG, so much about assumptions...
