GEMA vs. concert promotion

short story: American band planning a tour in Europe with a German promoter. Band videos are blocked in Germany, due to GEMA. GEMA (according to their own information) represent the SONGWRITER copyright don't give any instructions to block content,the decision is allegedly made by YouTube. (The recording copyright is held by UMG, they seem to be fine with fan videos, so trouble is probably not arising from there.)
Copyright holder (songwriter) is in the band and tried to contact YouTube via copy...@youtube.com in order to ALLOW the content to be visible in Germany. Spam filter is set up in a way, that only copyright claims or infringement reports go through, so his mails kept being blocked there.

I have seen videos being unblocked before a band went on tour, so there is a way. Any ideas, how to get through to the responsible department?
