You could block google but that is a hard way to nofollow the links.
The link exchangers would be unhappy with that too, so no point.
You can ADVERTISE - create a banner to post on other sites with a nofollow link back, or use google adwords - or use print ads, or get interviewed by the local paper etc - but link exchanges are gaming the system.
