I have a very strange issue as follows:

I created the site www.ktcomms.ie using the same approach and implementation as I have done for many other sites I have created (all of which rank very well in search results). I know there are a few things I can do better on this site, but nothing that would cause the issue that I am seeing.

Basically the site has a page rank of 0 and the site does not rank at all against any of the keywords used. This is a communications company, so perhaps it is purely an issue of a small fish in a big pond, but I have tried to pick some relatively low competition keywords, so that doesn't seem likely.

They did have a single page up for more than 3 years before I created the site, so could that be an issue?

I have checked the site on webmaster tools and every page has been crawled and indexed, but does doesn't make it on any results page (i give up after 5!)

So here are my questions:

1) How can I tell if the site has been penalised for some reason?
2) Is there anything I can do from an "On-Page"/Content perspective to improve the situation?
