How about link building services that allow you to pay a monthly fee, and then let you write posts and post them on their networks to generate artifical links to your webpages?

They are non-spun posts.

Is that a form of promotion or is it manipulation?

If Google doesn't remove those pages that have these kind of backlinks, then what should the solid people do? Should we report them?

If they get reported, will Google really deindex them? If so, then people will just send backlinks to their competitors wouldn't it?

What is Google's solution to that?
