Thanks for all the helpful advice above! I just submitted the form to transfer my Google Voice number to my Google apps account (after finally dealing with the "conflicting" account that prevented my Google apps account from being transitioned). I hope it doesn't take two weeks, but I'm also confident that this confusion is nearly at an end!
