Not at all. Everyone starts as a beginner.

Google Voice (GV) is a call management system.
It is designed to enhance your phone's capabilities, not to replace your carrier.
GV uses phones to send/receive calls. If those phones can not make and receive calls, then GV will not work with that phone.

You do need a computer with internet access to set up a GV account.
