It looks like I've found a solution. This verification step currently appears to only be in effect if one specifies the telephone number for Google Voice to forward to as being, 'mobile'. Out of the three choices for configuration "mobile"/"work"/"home" if "work" or "home" is selected for the telephone for GV to forward to then the verification step goes away. So to those folks wanting to avoid this "fast pickup" inconvenience just change the phone type from 'mobile' to 'home' or 'work'.
