Are you using a USB microphone headset instead of the two-prong variety since many of the two-prongs do not provide full Duplexing http://en.wikipedia.org/wiki/Duplex_(telecommunications)#Full-duplex
 
I have my Microphone settings at https://mail.google.com/mail/?hl=en&shva=1#settings/chat set to my PC settings and PC Speakers set to Default. Does not matter if I use my PC mic/speakers or my USB headset http://shop.skype.com/headsets/usb/iss-talk-5115-everyman/
 
Don't forget to scroll down to and click on Save Changes.
