Please help with refunding my elderly mother's mistaken Google Voice balance

I have tried all the help buttons and refund procedures via Google Voice, but they don't take me anywhere, it's circular and I end up nowhere. 
 
I have looked at a few forum discussions on this issue and see that some people have received refunds if they raised an issue on a forum, so that's what I'm trying now.

My elderly mother put $28.28 in her google voice account, which she does not use.  She was confused about what it was for. 
 
Several years ago, when we first made the account for her to see if it would be something she could understand and use (which she ended up not being able to understand nor to find her way around), it was possible to ask for a refund of any money deposited.   We told her that, and she decided to load a lot of money into it, "in case" she ever needed to make a call. 
 
She does not make calls with it, and we would like to get her money back for her.
 
Unfortunately, I have been trying for the last month to get her $28.28 refunded to her card through her Google Voice account, but it is not working.  Even though it says there is $28.28 in the account, it says that there is no deposit to refund.  I am being led around in circles by the google refund system and help system.  Nothing seems to work.  There is no one to email, no one to call.
 
If anyone from Google is reading this and can help refund the Google Voice balance of $28.28 to "mantnancy", please help. 
 
If you need more background information, just send her account an email through the associated yahoo address connected to her Google Voice account, and we will supply whatever information is needed.
