It could be a sender verification filter blocking the message. Notifications and quarantine messages are sent, using the support email address listed in the general settings. However, this address is being sent from Postini's IP and may be bounced, if you have sender verification in play. Make sure you have Postini listed in your SPF record, include:spf.postini.com.
