To have one domain and multiple email config orgs, you need to have Postini turn this feature on, by submitting a support ticket. Additionally, when moving a user org under a new email config, you need to reset the old and new email configs, by resubmitting the mail server info in each email configs Delivery Manager section. This resets the respective data bases of the location of the domain and users.
