Thanks Tom, but wouldn't you know it.  I uninstalled the 3.8, then installed the older 2.2, and guess what.... Clicking the Import Button now brings up an error box "Fatal Error..Picasa Cannot Continue".  I think I will need to also dump the database, and maybe even install on another drive.  We'll see.
