New to Picasa and I too am having the 'import' function freeze. However, I am experiencing something that I don't think I saw in this thread: After the import selection freezes Picasa and I use alt/ctrl/del to shut down the program, I am unable to even open Picasa until to completely restart my machine. I've tired the desktop icon, All Programs icon, C drive folder... all to no avail.
