2. If you are seeing for emergency calls only! Call your Carrier for the puk unlock code.
3. If that does not work I heard to have to reset your cell, heard that from Google :-(
4. But found one post and the poster claims this app can fix it, but have only heard of
this today (July 05 2012)
So this could be the new answer, but will not know, until more people have tried it.
Sounds good and does not require a rooted cell.

Nope, I was unable to change the orientation of the account based unlock screen.
However, I have managed to find a solution by searching the web! I used the software
MyPhoneExplorer (
http://www.fjsoft.at/en/home.php) to remote control my phone and
remove my passcode. Am very impressed with this program,
it does not require rooting to remote control or access data on the phone.

enable DATA Network mode (it will provide you Edge or GPRS or 3G ) and you become online
there is no way other than connecting ur mobile to internet live on
Google accounts as it does not store local cached passwords on your cell
you have to do it like i did twice when i forgotten my pattern on my ICS 4.0.3 on Galaxy SII :)
see screen and if there when you are trying to restart your cell just
enable (DATA Network mode) and then try to login on Google account
but do verify the password and user on a PC just to make sure you type correct login details. End quote"
