            If you are locked out of your cell and says for emergency calls only? Then you can call your provider . Carrier for the puk unlock code,

    If that is not the case try this link below by Paul from Google.




    I had the same problem on both my new cells for 8 hours and after reading it was back in minutes!

      So far it has a 99.5% success rate as only 5 people said it did not work. If you set it up correctly in the first place it should work.
