Of course it's Google's issue. Apple update iOS on devices without AT&T blocking them, so Google could do the same if they really wanted. If I don't get the update before they announce the new Android version on Google I/O, I will not upgrade to another Android device and I will discourage people to buy Android. That's for sure!
