Hold the phone with the usb connector facing you and the screen facing upwards. If you look closely, in the connector, the pins that make the data and charging connections are facing upwards and are on a protrusion I'll call a tounge. For some reason, the data pins aren't making contact with a cable when plugged in. If you gently push up on this tounge, then plug your cable back in, things should magically start working again.
The tounge is not made of metal, like others have stated, its plastic, so if you push too much you could break it and would be in for a more laborious repair.
I just ran into the same issue and the penknife trick worked - except that I didn't have a penknife around, so I used a thumbtack. Additional symptoms are, if you take out the battery, plug the charger in, then put the battery back in you will get the white charging screen and the phone doesn't try to boot itself. If you boot the phone at that state, once booted, the battery indicator in the status bar does show the lightning bolt indicating charging, but disappears once the cable is removed and reattached.
