Hello, I'm from Germany with the same issue since yesterday! :(

-> But today, it works with little start-problems!
1. turn off your device
2. connect/disconnect your device with your computer until you see the white "charging-screen"
3. start your device

The charging-symbol in ICS was telling me, that my device is not charging.. but it is
I'm sure this is an issue of ICS.

Here is a strange screenshot about the power-status of my device with a "jump" in the red circle on the picture.
