I'm not sure if the rate at which music plays has anything to do with it, but it's possible. (I have other music that plays at 320kbps that does not stutter when the screen is off)
ALL of my music is available offline as well, so this is NOT a streaming issue. Also, I have over 2000 songs, if that makes a difference.
