So you generally only need a "Google" account to add apps via the Play Store (Android Market)...from a Google Enterprise customer standpoint, we originally had limited accounts without Google Mail. These limited Google accounts would work with iGoogle for Chat/Talk but did not have email/calendar on them.
However, when we tried to use them on an Android phone, they would not work, as there seems to be something in the code on the phone that requires the services (GMAIL) to be working when creating a Google account on the phone AND starting the Play Store. After it is started, you can go into the account, and stop syncing all Google Stuff...it is not required (currently for the Play Store).
