The 25,000 queries per day is the free quota and does not require a key, there is another undocumented quota that is a rate quota (number of requests per second) that could block you temporarily. Google never stated clearly, as far as I know, what is the value of the rate quota. You might be hiiting that quota if you are sending automated requests.
