No, you do not have to cancel. Just set up a new AdWords account as instructed in the email from the Grants team. Since an email address can only be associated with one AdWords account, this will require using a new email account.

Just be sure to follow Account Creation Guide closely to ensure that your new AdWords account gets approved.
