ugh.... Typically, this process is just a waiting game requiring lots of patience but 6 months really is a too long. I have heard of the initial review taking over 6 months but typically the approval, once the AdWords account was submitted, usually took about 3 months.
Admittedly, I have know idea about the Canadian Google grants team. I know the US based team is a very small team so I can only imaging that the Canadian team is as well.
