Regarding the landing page violations - those issues are handled by our Landing Page Quality team so that all AdWords advertisers (grantees or paid) remain in compliance with Google's advertising policies. Please read through the Landing Page Quality details on the page to which "Learn More" links (https://adwords.google.com/support/aw/bin/answer.py?answer=164786&hl=en_US). You can contact the LPQ team once you've made changes to be in compliance with their policies.

Regarding your second issue for setting your Max CPC at $1, when you create a new campaign, choose I'll manually set my bids for clicks from the "Bidding and Budget" section of the "Select Campaign Settings" page of the setup wizard and then enter $1 (or less, if you like), fill out the rest of this first page as instructed in the guide and then you'll be given the chance to set your Max CPC on the following page under the "Ad Group bids" section.
