Hi Mary, The G4NP program recently changed their eligibility restrictions and "Membership organizations" are now eligible to apply as long as they meet the other requirements. Notably they must be a 501(c)(3) based in the US. The three main restrictions now are government entities, hospitals and schools.
Keep in mind that each organization is judged on its own merits and that; "Google reserves the right to grant or deny an organization's application or participation at any time, for any reason, and to supplement or amend these eligibility guidelines at any time. Selections are made at Google's sole discretion, and are not subject to external review."
