Yes you can however these will be two separate accounts.
As such, just be sure that you are not competing against yourself. I recommend to my clients to use the paid account to run ads on the Display network. This ensures your two accounts are not competing against each other and it lets you take advantage of all the great advertising opportunities that display has to offer.
