Although this is a Google Account issue (and there is not a Help Forum for general account issues) I would encourage you to post in the Gmail Help Forum where they regularly assist users with Gmail recovery issues.
I suspect that you need to try to recover the Google account that you deleted and remove the Hotmail address from its association with that account. However, since you deleted your entire Google Account instead of just removing Gmail from that account, I'm not sure how to proceed. The folks in Gmail have probably seen similar situations and will know how to proceed.
