the text on this article is a bit misleading. It is true that Hangouts on Air are already available in some countries, but only to a very limited group of people.

It is not yet public. With initial release I mean the public release which has not happened yet.

Google is working hard on launching it it as many countries as possible once they go public.

I hope that clarifies it a bit.
