I've gone through the steps you recommend, and it appears at first that I've successfully changed my location to Point Pleasant Beach, NJ, where I live. After I go through that change process, the name Point Pleasant Beach is correctly highlighted, displayed in red letters.  Just below it, though, is "South River, NJ" in black letters, which is a town about 50 miles from here.  I can then click on the black "South River" sub-location, and try to change that, and when I do, only the red Point Pleasant Beach is displayed; but then, as I use the Locations feature in Google+ after that, it continues to display South River businesses. It's almost as though Google+ seems to think Point Pleasant Beach and South River are somehow linked (they're not), and nothing I try to do to change my location alters that.
