So just to close the circle, no pun intended.  I used the "find and merge" contacts option which was dramatically faster than deleting 250 at a time and now my contacts and circles show the right number of contacts.  I am now able to add people to my circles again.

Doing a search on this problem, I found this thread, http://www.google.com/support/forum/p/gmail/thread?tid=1e2951bfcb8d02c4&hl=en, which seems to indicate this is a google/apple problem.  Many of those folks said it just happens again and again.  Hopefully that wont be the case for me, if it is I will just stop syncing my google contacts with anything else.
