Is there some way to start a new hangout with named invitees via a link/API?

I've been using Google+ Hangout a bit to discuss projects with colleagues online.
I was thinking what a great idea it would be for you be able to put a button or link on a website or intranet website that would start a new private hangout with 1 or more invitees preselected based on their Google+ username/email. Eg. If you have staff profile pages, you could have a link or button in the page footer labelled something like "start a hangout with [Fred Bloggs]", which when clicked, would open Google+ in a new window and start a new "hangout" with that person.
Is there some kind of API call that lets you do that, or is it impossible right now? I've done a bit of Googling, and couldn't seem to find an answer.
