I sure have. I have a Droid2 Global (Verizon). The problem was more pronounced for me. Google+ not only kept screwing up my notification settings, it was also screwing up the ring tones (general phone ring tone and the mp3 tones assigned to specific contacts).
I determined that Google+ places a m4a file as a notification and since the version of Android on my phone (2.3.3) does not support that format, it seemed to "cope poorly."
Even when I deleted that file, Google+ would silently put it back and the ring/notification tones would get messed up again.
Ironic, isn't it, that a Google product would so effectively screw up the Android OS?
