what you describe was possible with the first version of hangouts on Air.

Nowadays it's only recording to YouTube. I am not sure if Google is planning on enabling live streaming on YouTube again, because it requires to have a YouTube LIVE account.

Maybe they can tie in the G+ profile into YouTube to advertise live streamed G+ hangouts there as well.

For now there is only the recording.
