Good news. I found a relatively simple solution. Go into the apps manager on your phone and CLEAR DATA (and, if applicable, CACHE) from the Google+ app. This seems to force it to reattempt uploading all of the photos on your phone, and therefore any un-uploaded photos remaining on your phone should successfully appear in your Google+ cloud.
