Why is a video about YouTube for Schools blocked on YouTube for Schools?

On the main YouTube for Schools page there is a link that invites you to "LEARN MORE" about YouTube for Schools. When you click to learn more, you are taken to this page http://www.youtube.com/schools?feature=inp-rs-schoo&utm_medium=Ad&utm_source=slashedu&utm_campaign=YT4s which appears to have a video to watch called YouTube for Schools: Join the Global Classroom Today! However, when we click on the video to watch it, we get this message: "This video is unavailable with the Education Filter enabled. To view this video, the site network administrator will need to add it to a playlist."
 
Shouldn't this video, which is created and posted by YouTube for Schools, and about YouTube for Schools, be accessible within YouTube for Schools? This message does not make sense.
 
Also, in my school district, we do not have a "site network administrator" that can "add it to a playlist." Our only option is to go to youtube.com/teachers and fill out the request form to submit a playlist. I submitted a playlist over a week ago and have not received any communication about it and the videos on my list are still not accessible.
