I have a Google apps and when I compose and sent an email, I get a message that says " You can't send yet'.  I also have a message that says " This service has not been enabled by the administrator of the domain @gmail.com"  I have enabled all the services to the users but because of this mesaage some users cannot login into our happyhouseagency.mobi doamin.
