With GE: Zoomed to center of location and in SU Get View opened layer dialog box and renamed GE Snapshot to gess1 and renamed GE Terrain to get1 to open layer dialog box Window Menu > layers zoom 2nd area and renamed snapshot and terrain to #2 zoom 3rd area and renamed snapshot and terrain to #3

the vertical line was used to register the the location of the aerial.jpg and the rotation base line was used as a reference for rotating the aerial

Registered aerial.jpg registered aerial to the GE coords by using rotate and scale tools once the aerial was scaled, i used the vertical reference line and rotation line to geo-reference the aerial.jpg to GE coords.
