This is what Google has to say on the subject:
"As a result of the way Apple groups countries together for the App Store distribution channel, we aren't able to provide Google Earth to certain locales for legal reasons. If Apple has grouped your country with other countries to whom Google can't provide satellite imagery, you won't be able to download the Google Earth for your iPhone at this time. Please visit visit Apple's Support website at www.apple.com/support to contact Apple about this issue."
