Make sure you are on a good wireless network. In the ipad System settings, in the General settings, make sure you have "Location Services" turned on. ( if you want to see where you are on the globe.

There should be a menu strip at the top - there is a small icon of  a "wrench". Check that too. Make sure have "Show Terrain" turned on. You can also try clearing History and Cache.
